据推测，该寺的建造目的是抵御倭军，为了在寺内培养僧兵而重建了晋州城。

壬辰倭乱当时，此处曾是僧军的根据地。为了颂扬在第二次晋州城大战中殉难的僧兵忠魂, 朝鲜肃宗大王下令重建寺院, 从此改称为护国寺。
